This policy sets predictable cancellation and refund terms for every way ASC delivers training: individual open-enrollment registrants, agencies that host an open-enrollment course, and agencies that book a closed or custom engagement. The goal is fairness on both sides. If your situation is not covered below, contact ASC directly. Hardship cases are reviewed in good faith.

The intent is fairness, not fee retention.

What this policy is built to do

Set predictable terms for both sides before money changes hands, so neither the registrant nor ASC absorbs an outsized loss when plans change.

Recognize that the people taking ASC courses are working investigators, officers, and supervisors whose schedules can change without warning, often for the right reasons (active case, line-of-duty emergency, court appearance).

If you're stuck, call. We resolve in good faith. The fine print is a backstop, not a wall.

Type 1 · Individual Registrants

Open-enrollment seat cancellations

For officers and professionals who buy an individual seat at a scheduled ASC course. All timing is measured in calendar days from the published course start date. Written notice (email or contact form) is required.

Substitutions are the simplest path. If the registered attendee cannot make it, sending a colleague from the same agency at no charge is always available, even the morning of the course. We encourage this before any cancellation.

Hardship cases (line-of-duty emergency, medical, family) are reviewed under the Hardship Review provision below regardless of where the timing falls in the table above.

Type 2 · Host Agencies

Open-Enrollment Host cancellations

For agencies that have signed a hosting agreement to bring an open-enrollment ASC course to their facility. Timing is measured in calendar days from the contracted course start date. Travel and prep costs ASC has committed to drive the tiers.

The 21-day fill check is the key safety mechanism. Twenty-one days before the course, ASC and the host review registration numbers. If the course is short, three options are available without penalty: extend the registration deadline, convert to a Closed Course at the contracted Closed rate, or reschedule. The host is never in the position of paying for an empty room.

Individual registrants in a host-led course are governed by the Individual Registrant terms above, regardless of whether the agency or the registrant paid the tuition.

Type 3 · Closed & Custom Engagements

Closed Course & Custom Engagement cancellations

For agencies that have signed a written engagement letter to deliver a Closed Course (exclusive to the agency's personnel) or a Custom Engagement (multi-course, custom content, or sub-minimum host conversion). Travel and curriculum-prep commitments differ from open-enrollment, so the terms differ.

Reschedule is the preferred resolution. Every Closed and Custom engagement includes one free reschedule. Most situations that would otherwise trigger a closer-in cancellation resolve through rescheduling instead.

Grant-funded engagements (VOCA, OVW, JAG, COPS, state Title IX, etc.) are accommodated under this section with grant-specific documentation, milestone invoicing, and compliance attestations provided alongside the standard cancellation tiers.

If ASC Cancels

When the cancellation comes from our side

ASC will occasionally need to cancel or postpone a course. The triggers are insufficient open-enrollment registration at the 21-day fill check, instructor emergency, force majeure (weather, venue loss, public-safety event), or similar circumstances outside ASC's reasonable control.

What ASC does not cover. Travel, lodging, and out-of-pocket expenses incurred by registrants in connection with an ASC-cancelled course are not reimbursed by ASC. ASC strongly encourages refundable travel arrangements where possible. Hosts should not commit non-refundable travel for ASC personnel beyond ASC's own travel booking.
Hardship Review

Real life. Reviewed in good faith.

The published cancellation tiers cover most situations. The hardship review provision is for the situations they should not cover by default. ASC reviews each request individually and resolves in good faith, regardless of where the timing falls in the standard tables above.

Eligible

Line-of-Duty Emergency

Active case assignment, court testimony, mandated callout, or critical-incident response that prevents the registered attendee from attending. Documentation from the supervising officer or agency is sufficient.

Medical or Family

Personal illness, family medical emergency, bereavement, or similar circumstances. Documentation is requested but treated confidentially.

Agency Operational Need

Sudden agency-wide operational requirement (staffing shortage, declared emergency, mandatory training conflict) that prevents the attendee from being released.

How hardship requests are typically resolved. Most hardship requests are resolved with full transfer credit valid 12 months from the original course date, regardless of where the timing falls in the standard refund table. Cash refunds in hardship cases are reviewed individually based on documented out-of-pocket loss and prevailing operational facts.

To request hardship review, submit a written cancellation request and note "Hardship Review" in the subject line or message body. Documentation may be attached or sent separately. Hardship requests are not penalized for timing.

Payment Mechanics

Refund processing, plainly stated

How are refunds processed?

Refunds are issued to the original payment method (credit card, ACH, or check) within 7 to 10 business days of the date the cancellation request is acknowledged in writing.

Are credit card processing fees included in the refund?

Credit card processing fees incurred on the original transaction (typically 2.9% to 3.0%) are non-refundable. This is the processor's fee, not ASC's. ACH and check payments are not subject to this deduction.

How is transfer credit issued and tracked?

Transfer credit is issued by email and is tracked in ASC's enrollment records under the registrant's name and agency. Credit is non-transferable to third parties and is applied to a future ASC course at the registrant's election within the validity window stated in the refund tier above.

What about POST or training-commission credit already filed?

If POST or training-commission credit hours have already been submitted for an attendee (typically only after course completion), those filings are not affected by a subsequent refund. For courses cancelled before delivery, no credit hours are filed.

What currency does ASC bill in?

All ASC pricing is published in United States Dollars (USD). International registrations are accepted and billed in USD. Currency-conversion fees charged by the registrant's card issuer or bank are not refundable by ASC.

What about card chargebacks?

If a registrant intends to dispute a charge with their card issuer, ASC asks that the registrant contact us first under this policy. Almost every situation can be resolved without a chargeback. Chargebacks initiated outside this policy may result in suspension of future registration eligibility pending resolution.

How to Request

Submitting a cancellation, transfer, or substitution

All requests must be submitted in writing. Email or the contact form is fine. Phone calls are welcome to discuss, but the written request is what fixes the cancellation date for tier-calculation purposes.

Requests are acknowledged within one business day. The acknowledgment date sets the tier-calculation date for refund tier purposes.

Disputes & Governing Law

If we can't agree, here is the rest of the story

Good-faith resolution first

If a refund, transfer, or substitution question cannot be resolved under the published terms above, both parties agree to attempt good-faith written resolution before any other action. Most disputes resolve at this stage.

Governing law

This policy and any executed registration, hosting, or engagement agreement is governed by the laws of the State of New York, without regard to its conflict-of-laws provisions.

Venue and jurisdiction

Any action arising out of or relating to this policy or an executed engagement shall be brought in the state or federal courts located in Orange County, New York. Both parties consent to the jurisdiction of those courts.

Severability

If any provision of this policy is held to be invalid or unenforceable, the remaining provisions remain in full force and effect.

Entire agreement

For host agencies and Closed/Custom engagement clients, this policy is incorporated by reference into the executed hosting or engagement agreement. Where terms in an executed agreement conflict with this published policy, the executed agreement controls.

Effective Date: May 15, 2026

ASC reserves the right to update this policy. Material changes will be posted on this page with a revised effective date and will apply only to enrollments and engagements completed after the effective date of the change. Existing registrations and signed engagement agreements are governed by the policy in effect on the date of registration or signing.
