This page explains how the host model works, what we provide, what we ask of host agencies, and what every training coordinator needs to know before reaching out.
Hosting an ASC course is one of the most cost-effective ways for an agency to access advanced specialized training. The host arrangement is built on a simple exchange: you provide the venue and help fill the room, and you receive substantial value in return.
What hosting delivers to your agency:
Many host agencies use the model strategically: they identify a training need within their own command, host the course to train their personnel at no per-seat cost, and let the surrounding region fill the remaining seats.
ASC's complete course library is available for host engagements. Host agencies may select any course in the ASC catalog or request a tailored engagement built around their specific training objectives. Most courses are available in two-day and three-day formats; the longer format provides deeper case-based application and additional practical exercises. ASC also delivers training under the Teach to Talk® and Adaptive Strategies Compass™ frameworks for non-law-enforcement professional audiences, including HR, education, legal, and sports contexts. For agencies with training needs not addressed by the existing catalog, ASC offers custom curriculum development. Custom courses are built collaboratively with the host agency around its operational context, case load, statutory framework, and identified training gaps. Custom development requires additional lead time and is incorporated into the engagement proposal.
The path from initial inquiry to course delivery follows a predictable timeline. Most host engagements close within two to four weeks of the first conversation.
A training coordinator, chief, or designee contacts ASC through the hosting form or by phone. The first call is a thirty-minute conversation to understand your training objectives, identify the right course and format, and discuss approximate timing.
ASC sends a written proposal within three business days that includes proposed dates, the host agreement terms, comp seat structure, minimum fill requirements, facility specifications, and any state-specific curriculum adaptations. The proposal includes the full quoted engagement structure.
When the proposal is accepted, both parties execute a written hosting agreement. Travel and lodging arrangements are confirmed. ASC files for state POST or training commission credit hours where applicable. Promotional materials are delivered to the host within seven days.
Registration opens through ASC's website, and the host distributes course materials to its regional network as outlined in the agreement. ASC handles all registration logistics, payment processing, and registrant communication.
Twenty-one days before the course, ASC and the host review registration numbers and confirm the course is moving forward, trigger the conversion or reschedule clause if applicable, or extend the registration deadline.
ASC arrives the day before the course, sets up the room, and conducts an instructor walk-through. The course runs on the contracted dates. Materials, certificates, and POST documentation are provided to attendees.
ASC delivers attendance rosters, evaluations, and POST submission confirmations within ten business days. Host agencies receive a debrief call to capture lessons learned and discuss future engagements.
Complimentary seats are awarded on a graduated ladder tied to paid registrations. The structure rewards hosts who actively recruit from their regional network.

Comp seats are credited at the threshold and may be assigned to any sworn member of the host agency, with one exception: at the host's discretion, a single comp seat, and only one, regardless of the total number of comps the host has earned, may be allocated to an attorney from the prosecutor's office or district attorney's office that the host agency regularly works with. The prosecutor's office seat allocation is separate from and does not count against any command observation seats reserved for the host's command staff. Remaining comp seats are reserved for host agency personnel and may not be transferred outside the agency, sold, or used as currency in regional training exchanges. Unused comp seats do not roll over to future engagements.
ASC offers three engagement structures. The right model depends on your fill expectations, your training objectives, and whether you want regional participation. All engagement structures are quoted by proposal following the initial inquiry call.
Registration is open to any qualified attendee from any agency. Your agency receives comp seats based on the ladder above. ASC manages registration, collects tuition, and handles all logistics. The course goes forward when minimum fill is reached.
Best for: agencies that want regional reach, whose training officers maintain strong relationships across surrounding jurisdictions, and who want to subsidize their own training through external registrations.
No external registrations. The host pays a flat rate based on group size and course length. Curriculum can be customized to the agency's specific case load, statutory framework, and operational needs. Closed-agency engagements are quoted by proposal.
Best for: agencies with twelve or more personnel to train, agencies with sensitive or proprietary case material to discuss in training, and agencies that want full curriculum customization.
The host designates a guaranteed seat block for their personnel and opens remaining seats to surrounding agencies. The host's seat block is invoiced as a flat rate; external seats invoice individually through the standard registration process.
Best for: mid-sized agencies that want to ensure their own training need is met regardless of external registration.
Every open-enrollment hosting engagement carries a minimum paid registration threshold. The threshold ensures the course is financially viable for ASC to deliver and prevents the situation where the instructor flies in to teach an empty room.
Three weeks before the course start date, ASC and the host review registration numbers. If minimum fill is not met, three options are available:
If registration is trending upward and the host commits to one additional round of outreach, ASC will extend the registration deadline by seven to fourteen days.
The engagement converts to a closed-agency course at the contracted closed-agency flat rate. Existing external registrants are either accommodated within the closed seat count or refunded at the host's election. The course goes forward.
The course is moved to a future date by mutual agreement, with no penalty to either party. Each engagement includes one free reschedule.
If no resolution is reached, the course is canceled and all registrants are refunded in full.
The hosting agreement outlines specific obligations on both sides. The host's primary responsibilities fall into three areas: facility, promotion, and logistics.

ASC delivers courses in all fifty states. Curriculum is adapted to the host state's statutory framework, particularly for the Precision Search Warrant course, where state-specific procedure and case law materially affect the content.
For engagements within driving distance of the New York metropolitan area, four to six weeks of lead time from agreement execution is typical. For engagements requiring air travel, six to eight weeks is preferred to allow for cost-efficient travel arrangements and any state-specific curriculum adaptations.
For open-enrollment engagements, travel and lodging are handled by ASC and incorporated into the engagement proposal. For closed-agency engagements, travel may be quoted as pass-through or bundled into the engagement, depending on host preference and engagement size. All travel arrangements are itemized in the proposal.
For the Precision Search Warrant course, ASC adapts curriculum to the host state's statutory framework, controlling appellate authority, and warrant practice norms. This is included in the engagement at no additional charge. ASC currently maintains state-specific curriculum modules for New York, with additional jurisdictions added as the 50-State Precision Search Warrant Manual series develops.

Documented non-refundable travel costs incurred by ASC are reimbursed by the host, capped at the amount specified in the agreement.
ASC reserves the right to invoice the host for the full closed-agency contract value, less any tuition collected from external registrants. In practice, this scenario is almost always resolved by rescheduling rather than cancellation.
The course is rescheduled at no cost, or, if rescheduling is not workable, all registrants are refunded in full and the host has priority placement in the next available course.
ASC monitors weather forecasts in the days before each engagement and works with the host to make a go/no-go determination at least 48 hours in advance when conditions warrant. Weather-related rescheduling is treated as a force majeure event with no penalty to either party.
ASC maintains professional liability coverage appropriate for the delivery of professional training services. Certificates of insurance naming the host agency as additional insured are available upon request. Most host engagements are completed under ASC's standard professional liability coverage; engagements requiring additional or specialized coverage (general liability, abuse and molestation riders, specific endorsements) can be arranged with sufficient lead time and may be incorporated into the engagement proposal.
ASC does not deliver firearms training, defensive tactics, scenario-based simulation training involving simunitions or live role-play physical contact, or any other training requiring specialized insurance beyond professional liability. All ASC courses are classroom-based instructional courses.
ASC files for state POST, MPTC, MCOLES, TCOLE, CLEET, or equivalent training commission credit hours in every host state. The specific credit hour count depends on the course length and the host state's standards. POST submissions are filed before the course where required by the state, and attendance documentation is submitted within ten business days of course completion.
For attendees from states other than the host state, ASC provides documentation that supports reciprocal credit submission in the attendee's home state. The attendee or the attendee's agency is responsible for filing in their home jurisdiction.
For Certified Forensic Interviewer (CFI), CLEE, and other professional designation continuing education credits, ASC provides documentation upon request.
