Law Enforcement Consulting

Reinforcing integrity and enhancing performance. Independent, confidential consulting for agencies navigating sensitive internal matters and seeking to develop investigative excellence.

Services

What we provide

Internal Administrative Investigations

When allegations of policy violations or misconduct arise, we conduct impartial, legally compliant administrative investigations per Civil Service Law and collective bargaining agreements, ensuring due process and objective fact-finding.

  • Comprehensive evidence collection and fact-finding
  • Legally sound interviews with involved personnel
  • Evaluation of conduct against departmental policy
  • Clear, objective written reports of findings
  • Support through disciplinary hearings

Suppression Risk Assessment

When a high-stakes case is moving toward a suppression hearing, an outside review can identify vulnerabilities before opposing counsel does. We conduct confidential pre-hearing assessments of investigative actions, interviews, stops, searches, and warrant execution, and provide a candid written analysis that supports prosecutorial decision-making.

  • Review of police reports, recordings, and warrant materials
  • Identification of constitutional and procedural exposure
  • Doctrinal framing aligned with controlling precedent
  • Confidential written assessment delivered to the requesting authority

Search Warrant & Affidavit Review

Before an affidavit reaches a magistrate, it can benefit from a second set of trained eyes. We provide pre-submission review of search warrant applications to strengthen probable cause showings, tighten the four corners of the affidavit, and reduce the risk of later suppression, particularly in cases involving digital evidence, geofence applications, electronic device searches, and automobile-exception seizures.

  • Line-by-line review of probable cause narrative and nexus
  • Assessment of particularity and overbreadth exposure
  • Doctrinal alignment with current Fourth Amendment case law
  • Suggested revisions delivered within 48–72 hours
  • Optional follow-up consultation with the affiant

Interview & Body Camera Analysis

This proactive professional development service is designed to strengthen officer communication skills and reduce liability risks. This is a coaching tool, not a disciplinary one, aimed at refining techniques to meet the highest professional standards.

  • Independent review of interview or body-worn camera recordings
  • Assessment of questioning methods and rapport-building
  • Written analysis with strengths and areas for improvement
  • Confidential one-hour virtual consultation with the officer

Investigative Interview Coaching

For detectives working active or recent cases, we offer one-on-one coaching focused on a specific interview, completed or upcoming. Sessions are structured, confidential, and built around the detective's actual work product rather than generic instruction.

  • Pre-interview strategy session and case theory development
  • Post-interview review with frame-by-frame analysis
  • Written debrief identifying technique, structure, and missed opportunities
  • Targeted practice on rapport, theme development, and resistance handling

Curriculum & Training Program Development

Departments often inherit training materials that no longer reflect current law, current technology, or current best practice. We design and build agency-specific curriculum, from single roll-call modules to multi-day certification courses, grounded in legally accurate doctrine and adult-learning principles.

  • Custom course design for interviewing, interrogation, and search warrant drafting
  • Slide development, instructor guides, and participant workbooks
  • Scenario libraries built around your jurisdiction and case mix
  • POST-aligned documentation where applicable
  • Train-the-trainer support for sustained internal delivery

We do not accept defense-side engagements adverse to law enforcement clients. This is a deliberate boundary that protects the integrity of our agency relationships.

Methodology

Methodology & standards

Every engagement is conducted under a defined methodological framework drawn from twenty-four years of investigative practice, certified credentials in forensic interviewing (INCI) and interrogation (CFI), and continuing study of Fourth Amendment doctrine. Our written products are designed to withstand scrutiny, internal, judicial, and public.

  • Findings are evidence-based and documented to a defensible standard
  • Legal analysis reflects current controlling precedent in the relevant jurisdiction
  • Reports distinguish clearly between fact, inference, and recommendation
  • Work product is delivered in a format suitable for command review, prosecutorial use, or internal training
Confidentiality

How we handle your work

All communications, materials, and work product are handled under strict confidentiality. Engagement letters specify retention, destruction, and disclosure terms, and no case detail is ever discussed outside the engagement without written authorization from the requesting authority. Materials are stored on encrypted systems and returned or destroyed at the close of the engagement.
