Fair. Transparent. Written down before money changes hands.
This policy sets predictable cancellation and refund terms for every way ASC delivers training: individual open-enrollment registrants, agencies that host an open-enrollment course, and agencies that book a closed or custom engagement. The goal is fairness on both sides. If your situation is not covered below, contact ASC directly. Hardship cases are reviewed in good faith.
Published terms·Free substitutions·Transfer credit available·Hardship review·No surprises
Set predictable terms for both sides before money changes hands, so neither the registrant nor ASC absorbs an outsized loss when plans change.
Recognize that the people taking ASC courses are working investigators, officers, and supervisors whose schedules can change without warning, often for the right reasons (active case, line-of-duty emergency, court appearance).
If you're stuck, call. We resolve in good faith. The fine print is a backstop, not a wall.
The cancellation rules differ based on how the training was booked, because the costs ASC has committed to differ. Click through to the detail section for each.
Officers, investigators, or professionals who buy a seat at an open-enrollment ASC course. Tiered refunds based on days before course start. Substitutions always free.
View Individual Terms →Agencies hosting an open-enrollment ASC course at their facility. Tiered cancellation tied to instructor travel commitments and the 21-day fill check.
View Host Agency Terms →Agency-only deliveries and custom multi-course engagements. Deposit-based with milestone payments. Cancellation tiered to course-prep and travel commitments.
View Closed/Custom Terms →For officers and professionals who buy an individual seat at a scheduled ASC course. All timing is measured in calendar days from the published course start date. Written notice (email or contact form) is required.
| Timing | Refund | Or, Transfer Credit |
|---|---|---|
| More than 30 days before course | Full refund less $50 administrative processing fee | 100% transfer credit, valid 12 months from original course date, applicable to any ASC course |
| 15 to 30 days before course | 50% refund of tuition paid | 100% transfer credit, valid 12 months, applicable to any ASC course |
| 8 to 14 days before course | No refund | 50% transfer credit, valid 6 months, applicable to any ASC course. Free substitution permitted. |
| 7 days or fewer before course | No refund | No transfer credit. Free substitution still permitted at any time, including day-of. |
| Substitutions | Free | Permitted at any time including day-of, provided substitute is from the same agency or paying entity. |
| No-shows | No refund | No transfer credit. Failure to attend without prior written notice forfeits the seat. |
Hardship cases (line-of-duty emergency, medical, family) are reviewed under the Hardship Review provision below regardless of where the timing falls in the table above.
For agencies that have signed a hosting agreement to bring an open-enrollment ASC course to their facility. Timing is measured in calendar days from the contracted course start date. Travel and prep costs ASC has committed to drive the tiers.
| Timing | Host's Financial Obligation | Notes |
|---|---|---|
| More than 60 days before course | No penalty | Course is rescheduled, reassigned, or released with no charge to the host. |
| 30 to 60 days before course | Documented non-refundable travel costs incurred by ASC | Capped at the amount specified in the executed hosting agreement. Typical range: airfare and prepaid lodging. |
| 21-day fill check | No penalty if minimum fill not met | Engagement may extend, convert to Closed Course at the contracted Closed rate, or reschedule. One free reschedule is included per engagement. |
| Inside 30 days, host cancels | Full Closed-Course contract value, less any tuition collected from external registrants | In practice, this scenario is almost always resolved by rescheduling rather than cancellation. |
| Force majeure / weather / venue loss | No penalty | Course is rescheduled at no cost. ASC monitors weather and makes go/no-go calls at least 48 hours out where conditions warrant. |
Individual registrants in a host-led course are governed by the Individual Registrant terms above, regardless of whether the agency or the registrant paid the tuition.
For complete host-agency terms including facility, promotion, and logistics obligations, see Become a Host Agency.
For agencies that have signed a written engagement letter to deliver a Closed Course (exclusive to the agency's personnel) or a Custom Engagement (multi-course, custom content, or sub-minimum host conversion). Travel and curriculum-prep commitments differ from open-enrollment, so the terms differ.
| Timing | Agency's Financial Obligation | Notes |
|---|---|---|
| Deposit at engagement signing | 25% of contracted engagement fee | Holds the dates, anchors instructor travel booking, and funds curriculum customization. Non-refundable inside 60 days of delivery. |
| Balance milestone | Remaining balance due 14 days before delivery | Net-30 invoicing available for agencies and prosecutor's offices on request, subject to PO documentation. |
| More than 60 days before delivery | Deposit refunded less documented prep work already performed | Typical deduction: 0 to 25% of deposit for early-stage scoping work. |
| 30 to 60 days before delivery | Deposit forfeited. Documented non-refundable travel costs reimbursed. | Curriculum customization work, if performed, is also billed. |
| 15 to 30 days before delivery | 50% of remaining contract balance, plus deposit and travel costs | One reschedule offered at no additional cost in lieu of cancellation. |
| 14 days or fewer before delivery | Full contract value | Reschedule preferred and almost always accepted. Full cancellation inside 14 days is rare in practice. |
| Force majeure / weather / instructor emergency | No penalty either side | Rescheduled at no cost. If reschedule is unworkable, deposit and any payments are refunded in full. |
Grant-funded engagements (VOCA, OVW, JAG, COPS, state Title IX, etc.) are accommodated under this section with grant-specific documentation, milestone invoicing, and compliance attestations provided alongside the standard cancellation tiers.
ASC will occasionally need to cancel or postpone a course. The triggers are insufficient open-enrollment registration at the 21-day fill check, instructor emergency, force majeure (weather, venue loss, public-safety event), or similar circumstances outside ASC's reasonable control.
| Scenario | For Registrants | For Host Agencies |
|---|---|---|
| Insufficient registration at 21-day fill check | Full refund of tuition paid, or priority placement in the next scheduled offering of the same course, at the registrant's choice. | No penalty. Engagement extends, converts to Closed Course at contracted rate, or reschedules. |
| Instructor emergency | Course is rescheduled. If reschedule is unworkable for a given registrant, full refund issued. | Course is rescheduled at no cost, with priority placement in the next available window. |
| Force majeure / weather / venue loss | Course is rescheduled. If reschedule is unworkable for a given registrant, full refund issued. | Rescheduled, no penalty either side. |
The published cancellation tiers cover most situations. The hardship review provision is for the situations they should not cover by default. ASC reviews each request individually and resolves in good faith, regardless of where the timing falls in the standard tables above.
Active case assignment, court testimony, mandated callout, or critical-incident response that prevents the registered attendee from attending. Documentation from the supervising officer or agency is sufficient.
Personal illness, family medical emergency, bereavement, or similar circumstances. Documentation is requested but treated confidentially.
Sudden agency-wide operational requirement (staffing shortage, declared emergency, mandatory training conflict) that prevents the attendee from being released.
To request hardship review, submit a written cancellation request and note "Hardship Review" in the subject line or message body. Documentation may be attached or sent separately. Hardship requests are not penalized for timing.
Refunds are issued to the original payment method (credit card, ACH, or check) within 7 to 10 business days of the date the cancellation request is acknowledged in writing.
Credit card processing fees incurred on the original transaction (typically 2.9% to 3.0%) are non-refundable. This is the processor's fee, not ASC's. ACH and check payments are not subject to this deduction.
Transfer credit is issued by email and is tracked in ASC's enrollment records under the registrant's name and agency. Credit is non-transferable to third parties and is applied to a future ASC course at the registrant's election within the validity window stated in the refund tier above.
If POST or training-commission credit hours have already been submitted for an attendee (typically only after course completion), those filings are not affected by a subsequent refund. For courses cancelled before delivery, no credit hours are filed.
All ASC pricing is published in United States Dollars (USD). International registrations are accepted and billed in USD. Currency-conversion fees charged by the registrant's card issuer or bank are not refundable by ASC.
If a registrant intends to dispute a charge with their card issuer, ASC asks that the registrant contact us first under this policy. Almost every situation can be resolved without a chargeback. Chargebacks initiated outside this policy may result in suspension of future registration eligibility pending resolution.
All requests must be submitted in writing. Email or the contact form is fine. Phone calls are welcome to discuss, but the written request is what fixes the cancellation date for tier-calculation purposes.
Use the contact form below or call the office. Both reach Joe directly.
Requests are acknowledged within one business day. The acknowledgment date sets the tier-calculation date for refund tier purposes.
If a refund, transfer, or substitution question cannot be resolved under the published terms above, both parties agree to attempt good-faith written resolution before any other action. Most disputes resolve at this stage.
This policy and any executed registration, hosting, or engagement agreement is governed by the laws of the State of New York, without regard to its conflict-of-laws provisions.
Any action arising out of or relating to this policy or an executed engagement shall be brought in the state or federal courts located in Orange County, New York. Both parties consent to the jurisdiction of those courts.
If any provision of this policy is held to be invalid or unenforceable, the remaining provisions remain in full force and effect.
For host agencies and Closed/Custom engagement clients, this policy is incorporated by reference into the executed hosting or engagement agreement. Where terms in an executed agreement conflict with this published policy, the executed agreement controls.
