Joe provides two categories of consulting engagement for law enforcement agencies. Both are anchored in 24 years of NYSP investigative practice and faculty-level instruction at the New York State Police Academy. Engagements are scoped directly with Joe, are confidential by default, and are written into engagement letters before substantive work begins.

Confidential, defensible, and grounded in the supervisory discipline of a Senior Investigator who supervised five investigators and twenty-nine uniformed troopers in the Major Crimes Unit.

Polygraph Unit Consulting

Program assessment, methodology conversion (including Directed Lie Comparison Test deployment), unit manual authorship, and quality control architecture for agencies running or building applicant and criminal polygraph programs. Anchored in the personal architecture of the NYS Police Polygraph Unit's reformed pre-employment program, which conducted over 1,200 applicant exams per year under Joe's leadership.

Engagement Structures

Three structures. Scoped to the matter.

Tile 1

Project-Based

Fixed scope, fixed timeline, defined deliverables. Common for administrative investigations, suppression risk assessments, interview and body-camera analyses, polygraph program assessments, and short-cycle curriculum builds. Quoted as a fixed fee or capped hourly arrangement.

Tile 2

Retainer

Ongoing availability for advisory work, program consulting, or repeating analysis. Common for agency-level relationships, unit-level program reform engagements, and ongoing administrative-investigation queues. Monthly or quarterly structure.

Tile 3

Single-Session Coaching

A defined coaching block for a specific investigator preparing for a specific interview, or for a small group preparing for a coordinated investigative operation. Hourly or half-day structure.

Scope Boundaries

Three things this consulting does not do.

Clear scope boundaries protect the engagement and protect the agency.

Not expert witness work.

ASC does not accept expert-witness retainers, civil or criminal, plaintiff or defense. This is a hard policy.

Not cross-sector consulting.

This service is for law enforcement agencies only. HR, education, legal, and sports clients should look at ASC's training and speaking offerings; cross-sector consulting is not on the menu.

Not a substitute for internal accountability.

Independent investigation work supports the agency's accountability process, it does not replace internal-affairs structure, civilian review, or command oversight. The deliverable is a defensible record; the decisions remain the agency's.

Pricing depends on engagement structure. Project work is scoped and quoted as a fixed fee or capped hourly arrangement. Retainer work is monthly or quarterly. Single-session coaching is hourly or half-day. Specific rates are discussed during the discovery call, not published, because every engagement is scoped to the matter.
Yes. Confidentiality is the default for all consulting work, particularly independent administrative investigations and program-level consulting. Written engagement letters include confidentiality terms appropriate for the matter. Public references to engagements (testimonials, case studies, conference presentations) are only made with the client's explicit permission and after the matter is closed.
Yes. Joe is available for engagements nationally. Travel, lodging, and related expenses are covered by the client. International engagements are considered case by case.
No. ASC does not accept expert-witness retainers, civil or criminal. This is a hard policy.
ASC accepts engagements from civilian review boards and oversight bodies on the same independent-fact-finding terms as engagements from law enforcement agencies. Confidentiality terms are calibrated to the oversight body's statutory posture.
Suppression risk assessments and single interview analyses typically run two to four weeks from engagement letter to deliverable. Administrative investigations vary widely based on scope; most run six to twelve weeks. Polygraph program assessments and methodology conversions run on longer timelines. Retainer engagements run as long as the agency relationship.
