Investigative Consulting for Law Enforcement Agencies

Objective Support for Accountability, Professional Development, and Organizational Integrity

I provide independent investigative consulting services for police departments, sheriff's offices, and municipal agencies in New York, Vermont, Massachusetts, Connecticut, Rhode Island, and New Jersey

Law enforcement agencies today face unprecedented demands for transparency, accountability, and evidence-based practices. Whether addressing internal allegations of misconduct or strengthening investigative skills, having an experienced, independent consultant can help your agency protect its integrity, develop personnel, and improve outcomes.

I provide a full range of independent consulting services to assist agencies in managing sensitive issues and enhancing investigative effectiveness.

Internal Administrative Investigations
When allegations of policy violations, ethical breaches, or misconduct arise, it is essential to conduct an impartial, legally compliant investigation. My internal investigations are administrative in nature, not criminal prosecutions. They are conducted per Civil Service Law, collective bargaining agreements, and all applicable due process protections.

Services include:

  • Comprehensive evidence collection and fact-finding

  • Legally sound, respectful interviews with involved personnel

  • Evaluation of conduct against departmental policy and professional standards

  • Clear, objective written reports of findings

  • Consultation with agency leadership and municipal attorneys

  • Support through disciplinary hearings and adjudication

Every investigation is handled with professionalism, discretion, and respect for all parties involved.

Interview, Interrogation, and Body Camera Review
In addition to formal internal investigations, I offer independent review and coaching services designed to strengthen officers’ communication skills, interview techniques, and compliance with ethical standards.

This service includes:

  • Review of interview, interrogation, or body-worn camera recordings

    • Assessment of questioning methods, rapport building, and adherence to constitutional and agency policies

    • Identification of strengths and areas for improvement

  • Written analysis and recommendations

    • A detailed report outlining observations, practical suggestions, and applicable best practices

  • One-hour virtual consultation

    • A confidential web meeting with the involved officer or detective to review findings, answer questions, and offer tailored strategies for improvement

This approach is not disciplinary in nature; it is proactive professional development to help your personnel refine their skills, avoid liability risks, and ensure interviews meet the highest professional standards.

Commitment to Professionalism and Confidentiality

I recognize that every engagement, whether a formal administrative investigation or a developmental review of interview practices, requires the utmost discretion and respect.

All matters are approached with a commitment to:

  • Neutrality and Fairness: Ensuring that every review and investigation is objective, unbiased, and based solely on the facts and applicable policies.

  • Professionalism: Treating all involved parties with respect, dignity, and a presumption of good faith while maintaining rigorous standards of inquiry.

  • Confidentiality: Safeguarding sensitive information and limiting disclosure strictly to authorized individuals in accordance with agency policies, collective bargaining agreements, and applicable state and federal laws.

From the initial consultation through final reporting and follow-up, your agency can be assured that all work will be conducted with care, discretion, and a steadfast commitment to protecting the rights and reputations of all involved.

Relevant Experience

With over 24 years of law enforcement service, including six years in the Major Crimes Unit and leadership as a Senior Investigator, I have developed a deep understanding of investigative best practices, administrative reviews, and professional accountability. My background includes conducting compelled investigations involving public officials and law enforcement personnel, managing internal complaints and disciplinary inquiries, and overseeing complex criminal casework.

Throughout my career, I conducted thousands of interviews and interrogations and provided instruction on evidence-based interviewing techniques to investigators across New York State. As the lead instructor for Investigative Interviewing at the New York State Police Academy, I designed and delivered a curriculum focused on ethical, effective communication strategies and compliance with constitutional protections. This experience informs my approach to reviewing interview and body camera recordings and coaching personnel to refine their skills and uphold the highest professional standards.

Today, I draw on this foundation to help agencies navigate sensitive internal matters and support the development of confident, competent officers who can build public trust through professionalism, objectivity, and skillful communication.
